PPPPPSSSSTTTTTT Want to know a little secret?! Want to know the FASTEST way to make a splash screen for your WP7 app? COOL!
Create a JPEG image that's 480X800, name it SplashScreenImage.jpg and put it in the root of your application. Uh,NO! Don't save that as a PNG and expect it to work, I said JPG! (ya, you can try, but it didn't work when I did it, haha)

This behaves much like the app.ico or app.config does in other Visual Studio applications, it's a magic file for VS to process/do something automagically upon running/compiling your application. In THIS case it creates your first splash screen for your application! Beautiful eh?!
Have you EVER created a splash screen faster than that before? I highly doubt it! LOL Now that you have one more trick up your sleeves, it's time to grab a coffee and get coding!

One more trick I found out tonight, if you're just cutting'n'pasting any ol'400X800 jpg into your application, make sure to change the Build Action to Content (from the default of Resource), otherwise you could end up frustrated like I was tonight trying to figure out why my 400X800 jpg wasn's showing up. Well, it's cause it's not a Content Build Action.

Have you seen the splashscreenimage.jpg did not show on WP emulator with Windows Vista install VS2010 WP7 CTP ? The same project on WIndows 7 with VS2010 WP7 CTP, the splash svreen showed up no problem.

Hi Ble. There could be a couple things in play here.
Does the app come up at all? If you see the splash screen FLASH really fast, then I think you have a problem with the known bug about WP7 emulator incapable of leading signed assemblies (ya, I found that one out last night! ggggrrrrrr).
You say it showed up in the emulator under Win7 but not under Vista? Is that true? WOW! I haven't tried this under Vista, sorry, but that would surprise me there are differences in the emulator based on the base OS! WOW! That's a good bug if THAT were true! I would ask that question on the WP7 forums!
